Preamble – this term is used in the Parliamentary Law in many legal systems, where details the beginning of a legal document – mainly a statute. Usually it details the will of the lawmaker, on the base of which the following the statute will be created, accepted and used in practice.  Synonyms are “preface” and “prelude”.
