Rule of Law – this legal term has two different meanings:
1) It refers to provision which implements the Law and is obligatory for its addressees. The rule is made according to the Law, or applies to higher legal provision, during a (parliamentary) process called “rule making”.
2) It refers to a legal principle stating that the Law should govern the society and the relations among the people and between them on one side and the governmental authorities on the other. It is also called “nomocracy”.
