Hard-Look Doctrine – this term refers to legal principle of Administrative Law entitling the court to review a concrete decision initially taken by a local administrative institution and appealed within the legal deadlines, in order to ensure that the agencies have genuinely engaged in reasoned decision making – if not, to invalidate such a decision.
