Plenary – this term within the area of Parliamentary Law in some legal systems has two different meanings:

– it could refer to the presence of all members of an assembly (or administrative body), as a condition for work of the assembly. Their work is called then “plenary session”.

– it could also refer to the exercised control in other circumstances, as in plenary authority over public funds.
